I have seen cars outside the ghat, but not sure about parking. Yes, you can take boat rises from Assi Ghat. They charge around Rs. 500 per hour if you want the boat to yourself. One hour boat ride should be good. If going to Assi Ghat, get there by 5:15 AM to get a good seat for the morning aarti. Stay for the havan, the devotional songs and morning yoga. It's all free.
