The drive is bumpy, but many cars we saw were not 4wd...the road is maintained well enough (no huge ruts or overly steep parts), but is washboard bumpy. If you take it at a careful, moderate pace, you should be fine. We drove a 4wd Jeep but never needed the 4wd.

I think it is. I do not recall seeing any signs saying no. It is good to check the website. Let me say this: I have never seen a BLM ranger out in the monument; only at their ranger station/visitor center at the edge of Escalante. And I do recall seeing dogs on the trails.
